At s = 0 (low frequencies) we get, for the gain (absolute value)

|V₀(s)/Vi(s)| = 5 = (R₂ + R₃)/R₁

At high frequencies (s approaches infinity)

|V₀(s)/Vi(s)| = 2 = R₂/R₁

Thus we solve and we get

R₂ = 20 kΩ

And R₃ = 30 kΩ
