At s = 0 (low frequencies) we get, for the gain (absolute value)

|V0(s)/Vi(s)| = 5 = (R2 + R3)/R1

At high frequencies (s approaches infinity)

|V0(s)/Vi(s)| = 2 = R2/R1

Thus we solve and we get

R2 = 20 kΩ

And R3 = 30 kΩ
